El suceso obedeci\u00f3 a una contingencia el\u00e9ctrica en la refiner\u00eda en Cartagena hace m\u00e1s de una semana.<\/p>\n<p>El gobierno afirma que dicha eventualidad \u201cya fue superada en su totalidad\u201d y que, al parecer, el problema no est\u00e1 en la producci\u00f3n sino en la distribuci\u00f3n del combustible.
